Add version to docker-compose file as remote's docker-compose version 1.21.0 seems to

remove readme todo in favour of using github issues
I had a total mare with this because when testing it with act I accidentally used an encrypted private key and the request for a passphrase was swallowed by act or docker. Which meant any command involving ssh hung forever and it was very confusing.
Somethings follow up things that are a good idea but not included:
expose server on something other then port 5000

separate users for us on prod box (not really fussed about that)
