Seems that the stuff that splits the texture does so inproperly
If an image is 60x12, but the last split only has whitespace there, it will be say 10x6
Here the beginning part will cut of the top compared to the full bar.
Then you end up with a situation where the fill ingame will have incorrect offsets as the fill goes up/down
