This migrates only the linting and parsing functionality from our internal repository.

Remove any file that references our projects (decompression, lz77, ...)
Add/Improve the header text in each file with the proper copyright text and a reference to the BSD 3-Clause license
Everything else looks OK

Updated headers and made sure there were no internal projects referenced.

Also added some new changes, like Doxygen, bugfixes, and some features (all of them I believe I have talked to you about.
