Remove labels functionality #20

Would it make sense to also have the ability to remove a label as part of this?

Scenario: on my issue template I have a label that will be applied automatically needs-verification. But if the issue is opened by someone I trust, maybe a partner or someone from the core team, I can remove that label so that it won't show up in certain queries?

@jfversluis hmm not sure I understand exactly. This task looks at a list of "known people" (GitHub user ids) and just adds the 'partner' label to the issue/PR if they're on that list. This shouldn't affect queries or the ability to add/remove labels?
