Change HCL to HPL #7

A simple README.md update to replace all HCL and .hcl parts to HPL and .hpl, as well as HOI4 Coding Language to HOI4 Programming Language.

I appreciate it but the changes have already been done in the canary branch (plus some other changes that I haven't committed yet)
