Rebalancing Combat/Weapons #315

Combat too heavily favors the "first to hit" and needs to be toned down in
some regards. Initial suggestions are to severely reduce the paralysis/stun
probabilities for weapons and add additional afflictions (broken legs, etc)
to provide more variety.

When I used to play I ranted about this stuff for quite a while.

First-to-hit heavy hitting weapons are too freely available and inconspicuous. 
If you 
want to drop someone instantly you should either be forced to be clever about 
it or 
become very conspicuous if you carry around such a weapon (ie take away heavy 
hitting 
weapon capabilities from all but the most otherwise useless of items, so people 
will 
know what's up when you walk around).
