Engineers denied access to Station Maintanence tunnels #330

What steps will reproduce the problem?
1. Station Engineers are NOT given access to the maintanence hallways.  
That seems odd, for the station maintanence crew not to have access to 
station maintanence when ASSISTANT crewmembers do have access?

What is the expected output? What do you see instead?
Give engineers access to maintanence hallways.

What version of the product are you using? On what operating system?
Persh SVN Stable? Goonstation 13

Please provide any additional information below.
If this has already been fixed or reported please ignore me, I did a 
search for it, but nothing turned up.
