Ban list reset after a proxy restart #4

Describe the bug When you restart the proxy, all banned players will get unbanned

To Reproduce Steps to reproduce the behavior:

  1. Check the ban list (/banlist)
  2. Restart the proxy
  3. Check the ban list again (/banlist)
  4. As you might noticed the players are unbanned

Expected behavior After the proxy restarted the local database got a reset because of the cloud template. We should connect the ban system to a database (MongoDB)
