toggle voiceover on and off as well as sounds

I recall seeing somewhere a desire to have the voiceover and sounds be toggle-able. this shouldn't be too hard to implement.

Yep. We can either tie this to the same music toggle(and rename it to sound) or add another one. VO is a thing I added last, in January, to test it out, that's why there is no button.
