Scanners in perfect health still finding yellow and red planets when upgraded #51

Atmosphere scanner at level 2 can still find yellow or red planets sometimes.

Which is ok, if you go off-course during event. So we need confirmation if this happens on regular nextPlanet();

Fixed this in version 0.9.16
