Enhancement: Always on top for chat window #19

What version of the product are you using? On what operating system?
Win 7

Please provide any additional information below.
Would be great to see always on top for the chat window and not just the buddy 
list.

For whatever reason, PowerMenu doesn't work with Pidgin :(

That's not really a windows 7 specific feature so probably shouldn't go into 
this plugin.  Could be a useful feature for a new/different plugin though.

Well XP is no longer updated, and we should all shun vista... 

But anyways, I'm not the one doing it, so no worries, I'm sure there are more 
pressing things to do with what time you have for this.
