Status overlay icon not shown when taskbar is set to use small icons #2

What steps will reproduce the problem?
1.Right-click Taskbar
2.Select Properties
3.Check 'Use small icons'
4.Select OK
5.Install Pidgin 2.7.9
6.Install Pidgin Windows 7 Plugin 0.4
7.Open Pidgin
8.Enable Windows 7 Plugin
9.Verify 'Show status overlay icon' is checked

What is the expected output? What do you see instead?
Expected:status overlay icon shown in Pidgin Taskbar icon
Actual:status overlay icon is hidden

What version of the product are you using? On what operating system?
Pidgin Windows 7 Plugin 0.4
Windows 7 x64

Please provide any additional information below.

Do overlay icons work for other apps when you're using small icons?

Ah: "To display an overlay icon, the taskbar must be in the default large icon 
mode. If the taskbar is configured through Taskbar and Start Menu Properties to 
show small icons, overlays cannot be applied and calls to this method are 
ignored."
