Rewrite for persistence and more #107

The update for persistence has revealed itself to be more of an complete rewrite. There are multiple issues that somewhat fit with this rewrite.

Here I'm working on the following objectives:

[ ] Persistence using SQLAlchemy (fix #9)
[ ] Code refactoring (fix #7, fix #31)
[ ] Type hints (fix #93)
[ ] Dockerfile (fix #104)
[ ] CI/CD (fix #105)
[ ] Integrated log sending (fix #106)

When this PR is done, the bot should be fully ready to be moved to my new server using docker.

We will have to test this separately, I don't think a immediate replacement in production is feasible. I already reserved @newsupersecrethitlerbot to that end.
