Isaac version 4.0.0 got released and with it came the new Isaac docker version. We should bump out docker environment and Andino simulation to the newest version

Given that the new release adds better support for ROS 2 launching the task may not be as trivial as changing the docker version in the Dockerfile. Investigation needs to be done in order to find out what needs to be changed
