Added a Flashlight On chud state flag #458

Proposed changes in this pull request:

  1. Added a flag to chdt state data that can be used to display a widget when the user activates their flashlight.

Why should this pull request be merged?

Allows a Flashlight icon to be implemented with future tag changes. Gives modders more choice too.

Have you tested this on your own and/or in a game with other people?

Tested alone.
