Hi! Big fan of TagListView. Would you mind accepting this minor PR to move TagListView to Swift 5 and Xcode 10.2's recommended settings (primarily around localizability)?

Thank you for the quick merge! Would you be willing to go one more step and release a new version (say, 1.4.0 or 1.3.3) as Swift 5 and publish to Cocoapods?
