Change the default level, as it doesn't work anymore #147

Did it ever worked ? I've never used it....

I trust it worked.

@nervo, well, ... With php < 7.1 it just ignore the error and use the default level, with 7.1 it throw an exception

Should we merge this on master only?

@chalasr yes, because this file doesn't exist in previous branches
