Nerfed mobs from spawner (spigot.yml: nerf-spawner-mobs) still have AI because of ETF #20

When the spigot nerf-spawner-mobs option is enabled, mobs from spawners should not have AI.

Because of ETF, if we leave their entity activation range, and approach them again, ETF reactivates their AIs when they should remain inactive.
