I think that the information in https://github.com/microsoft/electionguard/files/5278086/EG.Verifier.Construction.docx deserves to be an official specification of electionguard.

It may need to evolve so should be versioned.

Ok, I see that https://github.com/microsoft/electionguard/releases/download/v0.95.0/ElectionGuard_Specification_v095.pdf exists and is versioned. So Im going to withdraw this issue.

I guess its not great that I didnt see that doc until now; but Ill trust that you have plans on making it more prominent in your doc reorg. If you want me to add that as an issue, i can.
