The Electionguard 1.0 spec references the "ElectionGuard API" in the Introduction. What exactly constitutes the "ElectionGuard API" ? What parts are normative?

@JohnLCaron I actually commented on this myself in the spec and this reference is being removed as of notes on the ElectionGuard 1.02 spec.
