County order in bar charts not as expected #194

Top chart should have Cumberland next to Bladen; bottom chart should have Mecklenburg next to Union

To be clear, this is currently ranked by the anomaly score. It seems like you're suggesting we rank it by margin, correct? To rephrase, Cumberland would be next to Bladen, and Anson should be all the way to the right? @sfsinger19103
