Add munger parameter to read only the first n blocks on each sheet #612

NH 2020G -- Congressional results are by town, while Presidential are by county and town. Once the towns are in dictionary.txt, their vote totals are read by default. Since first sheet has both results by county and results by town within Belknap County, current munger parameters are not sufficient.

max_blocks parameter does this.
