Two ini files for single results file: behavior seems to depend on something outside the repo #678

With two separate .ini files referencing the same results file (in New-Mexico, as of 5/15/2021), load_or_reload_all() passed the test on my laptop, but did not pass the test on the VV server.

At the very least, this should throw an error and warn the user.
