User Guide:
[ ] add parameters param_file and dbname to description of Analyzer, etc.
[ ] is python3 enough? Or do users need python3.9?
[ ] JurisdictionPrepper documentation - is it up to date?
[ ] Can regex be applied to compex formulas, e.g.,
{<count_header_1>;<count_header_2>,^(.*) - .*$}
