Resolve warnings on data load. Notes:
- sqlAlchemy warnings resolved;
- fragmented DataFrame warning (Kansas) not resolved, as fixes suggested on line don't seem to work
- openpyxl warning about headers and footers (New Hampshire) not resolved because not completely understood
- BallotMeasureSelection removed from db
- database.add_standard_records() function created:
- "ballot measure selection" Party record
- Yes, No as Candidates (and as CandidateSelections, with Party "ballot measure selection")
