Since Crosslink (and other "hybrid constructions") can use partially-modified PoS protocols, we want to evaluate a set of candidate protocols for feasibility.
We should describe the motivation for each candidate, especially considering other properties not directly addressed in Crosslink or Ebb-and-Flow (for example, epoch leader selection security, performance, notary roster size limitations, productionization/software development properties, etc…)
