Suggested Improvement

We need to define the goals and requirements for the PoS subprotocol.

There's the obvious necessary requirements that come from Crosslink, then in addition we'll need to constrain the subprotocols with considerations of issuance, rewards, delegation, lockup timing, security (e.g. leader selection security), privacy, slashing, and so forth.
