It looks like qedit have built something like this in their ZSA branch of Zebra (which itself look like the integration testing framework that we have in zcashd). We should ensure that this (or something like it) gets extracted and upstreamed separately into Zebra; then zebra-tfl can just pull that in (as can qedit).
