Make new conditions for quest tracker #439

We need new conditions that allow us to track quests like

Have two of (list of ships) in the fleet, with one as flagship
Have two of (list of ships) in the fleet, with one as flagship and the other as the second ship
Have 2 Mogami-class in fleet with another ship being CVL
- The current tracker we can make would validate progress if you use Kumano/Suzuya CVL in the fleet with only one other Mogami-class

Those conditions can actually be handled with groups, but the current display is "heavy".
