WebView2 mute #509

Browser mute doesn't work with WebView2 anymore. Version 128 still worked, 130 doesn't work anymore.

Looks like it broke, because WebView2 doesn't include proxy settings in the process arguments anymore. It's now filtering by the exe name, which could be problematic if there are multiple instances of EO with WebView2 running, but that should only be possible in debug scenarios.
