This is useful for item sleection as opposed to navigation.

To consider:

Width of the selected angle
Use of deadzone
Possibility of overlap
Apply ring binding
New stick mode? NO_MOUSE_RADIAL?
[LEFT|RIGHT|MOTION|TOUCH]_RADIAL_ANGLE range of 2 degree to 120 degree (aka 30deg overlap on either side) default 90 (aka no overlap no deadzone)
