jSnapLoader: basic code and architecture

This PR adds the basic code, functionalities, and architectures.

The current API supports the following:

• [x] Cross-platform dynamic libraries loader.
• [x] Incremental loading capabilities with a RetryCriteria.
• [x] Classpath and external jar locators.
• [x] Current directory extraction and custom extraction directory.
