Setup Release Creation Workflow #23

Release workflow will:

Be triggered by a merge into the release branch
Create a tag for the release
Create a GitHub Release with the information extracted from the CHANGELOG.md file (which will then trigger the release mode of the Build workflow)

[x] Add Release workflow triggered by push to release branch
[x] Add step to Release workflow to create a tag
[x] Add step to Release workflow to create a GH Release from the tag (move from testing.yaml)

Additional improvements to make:

[x] rename testing.yaml --> Build.yaml
[x] Make script to extract changelog info robust against version not found
