Update version with commit during build; add version information to initial status JSON

Resolves #56

Notable Changes:

• versions JSON file updates apbs-aws commit hash during CodeBuild
• versions JSON is added as metadata to the initial job status
• updated tests to account for new metadata
• updated README with brief instructions for setting up development environment
