1244 several master builds have failed

This PR changes Jenkins so we only deploy the pr server on pr branches and not from the master branch anymore.

Thx for the PR! Please try to avoid reformatting changes. I know that our Groovy reformatter sometimes hangs, maybe we should change to some other reformatter?
