Restructure MapStoreTypes #1304

Tasks

Our map store types currently contain a number of functions that are named using the format (e.g. baseLayerActivatePolygonManipulation in UntrackedMapStore). It would be better if these functions were grouped using sub-objects (e.g. baseLayer.activatePolygonManipulation).
