debian: build documentation package only for indep #6

Documentation package should be build as architecture-independent packages (Architecture: all). Thus, specific dependencies on it should be marked as build independent and documentation build arguments should only be set for build-indep debianhelper steps.

@ahresse can you please reopen or change this PR to be based on the main branch and make the changes in the debian.native directory. This way we can merge it here as PR and include it internally for the next release. The debian/main branch is updated from the debian.native during our release cycle. Many thanks in advance.
