[Feature Request] need "Table Column" provide "overflow" without "show-tootip" #14120

Description

I know that there is an attribute in the el-table-column tag of el-table which is show-tooltip-when-overflow. Sometimes it is convenient, but sometimes I just want the content to be automatically truncated without Show preview.

I know that I can customize the display of the columns and use custom css for my purposes, but I prefer a simple tag instead of <template>so many content with somany css</template>

Will you consider this suggestion?
