[Bug Report] Mouseenter used in El select causes clearable to be invalid #18590

Steps to reproduce

Using Google browser under 30 to access the example in El select, there is no clear button

What is Expected?

I want to use the clearable property in Google 28

What is actually happening?

Because mouseenter is used inside the El select component, it can't take effect in Google's version below 30

没办法，企业内部版本没升上去，唉，不过我没找到elementui哪里有写最低兼容到谷歌哪个版本，
