Remove mint debt token from whitelisted addresses #4

Debt token has the ability to be minted from any address that is whitelisted.

Reason for the introduction of this feature is AMO strategies and L2 suppliers.

Pros:

future proof if we need to bridge, but our aim is a native stablecoin with no bridge dependency.

Cons:

Introduces centralization risks (minting is unlimited from the whitelisted addresses)
