Remove the service-admin-bidserv permission #105

Seeing as all the old services are gone now, this can be nuked too.

Wow... we never documented any of the other service admin permissions?

That was the only one we had. I checked when I wrote the document and was just as surprised.

Actually I'm a complete liar. Apparently there was a permission that allowed opers to register and drop channels and I must have missed it when I wrote the document.

There were technically permissions for all serivces (service-admin-<service>) but all services except for BidServ (and apparently ChanServ) had no commands that required admin permissions so I didn't bother listing them.
