Add a channel history module #145

People having been asking for one for a while now, so I provide. This module is largely based on InspIRCd's channel history module. I considered implementing it as an IRCv3 chathistory batch type, but I wasn't sure since 3.3 is probably still very far away and we don't know what will change there yet. I'll leave that decision up to you.
