These have been missing ever since you nuked the repo for txircd 0.3 so here they are again. I went with the 3-clause BSD license to avoid license conflicts with the older versions of txircd.

The LICENSE is fine.

I was hoping for a more useful README, though. Though, if you'd prefer, I can just take it now and we can fix it later. It's just that document. (Most of that README will probably get moved to INSTALL when we bother with documenting.)

We can probably just put it there and update it later. For the entirety of the project since 0.0.1 the README said "Nothing to see here yet".
