Intended Behavior: I should be able to change my feather regen attribute to 0.9 via the /attribute command and have 10% slower feather regen speed

Result: Feather regen COMPLETELY stops

Forge Version: 43.2.14

Minecraft Version: 1.19.2

Mod Version: 1.0.2

This happens even when the only mods I have installed are Elenai Dodge 2 and Feathers
