[EDH-2440] Missing DD-s after adding OPEN_SUPPLY agreement

Steps

I added new MP + new GRID agreement. As a result of NAMED_SUPPLIER and PORTFOLIO_PROVIDER agreements, system generated Data Distributions to:

• GO gets notified about GENERAL_SERVICE agreement (correct):

Next I added OPEN_SUPPLY agreement the way, that it removed all GENERAL_SERVICE agreements This activity caused only one Data Distribution for the GO:
