This PR concerns replacing the run labels in the workflows to avoid disruptions to CI, as well as some updated documentation / comments for CI use:

replacing self-hosted with ubuntu-22.04 in workflows
updating documentation to address CI target change
added guidance comments about storing / managing secrets for the Coverity scan submission workflow
