Posting this here just in case, anyone else runs into this issue, and also so it gets updated. So I tried making an Astral Engineering server and it would consistently crash during startup. Looking at my crash log, it seemed like the mod "Weeping Angels" was causing an issue.
Updating Weeping angels from 2.1.8 to 2.1.9 fixed it.
The only thing in the changelog for that update was actually the fix for servers crashing on boot.
