closed economy setting doesn't work #114

I use latest 1.7.2 dev version of towny.

1) First i tried to switch it on with Essentials economy - doesn't work 2) With iConomy - doesn't work 3) Created an towny-server account with iConomny - doesn't work

I use Vault.

Using vault as well, funds are pulled from the iconomy backend just fine but no funds are moved to the account appointed in the towny config. This bug breaks all closed economies. :/
