Warflag Support + Additional Towny Features #162

I'd really like to see the towny warflag system to get supported again and have more options.

I've been running this towny plugin on my server for two and a half years now and six months prior to on another server. The way my server runs is towns have an option to join a nation, and when the town does join a nation they are vulnerable to going to war if they do not pay in-game for nation-wide neutrality (which lasts for 24 hours). When a town wants to go to war with another town they need to become enemies with the other towns nation. Once this happens the town can go to the enemy town and place a warflag on the town border. At this time it should be expected that pvp for both towns in the war gets enabled but it does not. This causes issues such as players can defend and destroy the warflag by standing in a non-pvp area, which does not allow the enemy town to fight and properly protect their flag. With this idea that when a town starts a war, both towns are to have pvp auto-enabled but I believe that explosions and fire should also get auto-enabled.

I'm also thinking that there should be a way to pay for nation neutrality by also defining the amount of time they want to be neutral for. For example, if /n toggle neutral <# of days> and in the configuration file there can be a maximum set of days with a price per day. Based on that it would be saying "per every day the nation has neutrality it costs: "

I also have a suggestion on towns having player limits. Right now towns are able to have as many players as the mayor adds, but there is a maximum limit on how many towns there can be on the server. I am suggesting that there can be a limit of how many players can be in a single town. My reasoning behind this is because it creates a more active ability to have more nations for any server. If a town has a limit of say 15 players, yet that town would typically have 30 players then they have to split up and have two towns next to one another but be adjoined by a nation. This starts to create more nations and more abilities to start wars by warflags.

I hope you have some time to read this and would take time to consider these ideas as they are just ideas. I may have a few additional ideas for towny but none that I can think of as of right now.
