Plugins should be able to define paver commands #11

This was an old ticket, and now that we have "Sideboard entry points" I'm no longer sure that this is necessary. I'm probably in favor of just closing this as wontfix because I can't think of anything we'd do with a paver task that wouldn't be better done with a "sep" command. But I'd want to think about it, perhaps Rob or Frank have opinions.

I think you're right, unless these commands really want to friend on particular paver commands happening first. I'm cool with closing
